Composition history
Kibler's Pseudonymous Publications and the Letters lists ''Argus'' as the author of ''eight proved letters in the Charleston Courier (Jan. 10, 16, 23, 24, 28, 30, 31, Feb. 7, 1867)'' (Kibler 40). 

Kibler and the editors of the Letters disagree with the publication dates of sixth and eighth numbers of the series, with the Letters listing those publications dates as Jan. 29 and Feb. 8 (Letters 5: 3n). 

As this is labeled II, it seems likely that this clipping was published on 16 Jan 1867.
